Job description: The Saskatchewan Liquor and Gaming Authority (SLGA) is a Treasury Board Crown Corporation responsible for the wholesale distribution of liquor, and regulation of liquor, gaming and cannabis across the province. SLGA is seeking a dynamic, results-oriented, innovative, and collaborative leader who is committed to providing executive level leadership to the Regulatory Services team. The Vice President, Regulatory Services provides strategic leadership to SLGA by overseeing all regulatory service functions and is also responsible for the charitable gaming grant program, regulatory system support and audit services.As a member of the SLGA Executive Committee, the Vice President plays a key role in achieving the overall strategic direction and operational success of the organization. This includes fostering relationships between divisions through strong collaboration and effective communication, aligned with SLGA’s mission and values, and supporting a thriving workplace.Reporting to the President & CEO, the Vice President, Regulatory Services is responsible for, among others, the following core duties:Leadership
- Contribute to SLGA’s strategic and operational effectiveness through contributions to the SLGA Executive Committee. Work closely with SLGA’s Executive Committee and Senior Leadership Team to set and achieve SLGA’s strategic goals. Help to achieve SLGA goals by supporting initiatives across SLGA and ensuring they are effectively managed and supported by all internal stakeholders.
- Demonstrate SLGA’s values of one team, respect and integrity, serving citizens, and excellence and innovation to encourage an environment where employees are engaged and able to perform at their best.
- Oversee and direct the implementation and monitoring of the division’s strategic and operational plans, providing strategic leadership and stewardship for the regulatory services function.
- Lead and manage organizational change initiatives to ensure SLGA remains responsive to emerging trends and issues.
Regulatory Oversight
- Ensure that SLGA has effective and accountable regulatory systems that support fair administration of regulatory framework in the interests of public safety and public interest while minimizing red tape.
- Direct and lead the activities relating to the regulation of gaming, liquor, and cannabis, and the operation of the charitable gaming grant program to ensure fiscal responsibility in the management of public funds, and internal and external audit services. Ensure the strategic deployment of systems and technology to support the division’s business goals and serving regulatory customer needs.
- Continue to modernize SLGA’s regulatory environment, responding to societal change while ensuring fair and safe operations, increasing focus on SLGA’s role in supporting social responsibility and continuing to support a strong environment of compliance.
- Lead a collaborative working relationship with the First Nations gaming regulator to ensure consistency and coherence of regulatory requirements in the province.
- Establish and maintain effective relationships with central and program agencies in government regarding SLGA and its mandate.
- Ensure that senior leadership is provided with accurate, timely, and relevant information pertaining to the Regulatory Services Division that is meaningful to making decisions and running the organization.
- Oversee the research, monitoring and development of relevant legislation, regulations, trends and best practices applicable to SLGA regulatory operations. Approve changes to policies and procedures, as necessary.
- Maintain a focus on the dual priorities of compliance and customer service.
People Management
- Provide professional leadership, support, and development to regulatory services employees, to increase knowledge, share best practices and to ensure that relevant professional standards are met.
- Communicate effectively with regulatory services employees and provide the information necessary for them to effectively perform their duties and responsibilities.
- Foster flow of information between regulatory services and other divisions.
- Ensure SLGA has adequate regulatory services division resources to meet the goals and objectives of the strategic direction.
Who we’re looking for:
This opportunity is for an experienced senior leader with a history of building strong teams and achieving results through working collaboratively. Our candidate of choice for this influential role will be a proactive leader who has:
- Law (Juris Doctor) degree or Master’s degree in business administration, social sciences, or related discipline.
- Minimum 10 years of progressive experience, including a minimum of 7 years in senior leadership roles.
- An equivalent combination of education and experience may be considered.
- Comprehensive knowledge of administrative law and principles of natural justice.
- Demonstrated leadership skills and knowledge of best practices in leadership.
- Strong emotional intelligence and maturity, and thrive on initiating, building, and encouraging strong authentic relationships inside and outside the organization.
- Experience in effectively assessing, selecting, developing, motivating, and leading employees to achieve high performance.

- Demonstrated knowledge of relevant legislation, regulations, standards and practices.
- Ability to establish credibility and be decisive—but able to recognize and support the organization’s preferences and priorities as part of a collaborative senior leadership team.
