Applicants are encouraged to self-identify on their electronic application.Reporting to the Manager, Traffic Maintenance, this position is responsible to ensure effective functioning of the Traffic Signal & Street Light Maintenance group. The work generally includes, but is not limited to, providing technical and management direction related to the maintenance of the Municipality’s traffic signal and street lighting systems to support effective system operation. The position also plays a key role in assisting with the establishment of annual capital and operating budgets for Traffic & Parking Management and is responsible for the supervision of approximately 12 unionized technical and support staff.DUTIES AND RESPONSIBILITIES:
- Direct and supervise the work of the Traffic Signal & Street Light Maintenance staff, including assignment and review of work, setting standards of performance, conducting performance evaluations and taking corrective or disciplinary action as required;
- Create, monitor and enforce safety processes and protocols for work carried out by staff;
- Maintain an organised, inclusive and safe work environment within the Traffic Signal and Street Light Maintenance section;
- Ensure compliance with all HRM policies and processes;
- Conduct investigations and provide responses to questions and concerns from the general public, Councillors, other agencies and other HRM departments related to the operation of the traffic signal and street light network;
- Coordinate the operation and monitoring of the centralized traffic signal system and centralized street light system to ensure all equipment and infrastructure are operating efficiently and functioning as required to support a safe traffic signal and street light network;
- Assist with the development of short-range plans for upgrade and expansion of the traffic signal and street light networks;
- Assist with the development and administration of capital and operating budgets for the Traffic Signal & Street Light Maintenance section by assessing current asset condition, system capabilities and recommend upgrades;
- Assists with the preparation and oversight of unit price maintenance tenders in accordance with HRM’s procurement policy by defining the scope of work, recommending successful contractors, monitoring contractor performance, approving final products and authorizing related payments.
- Assist with the administration and monitoring of expenditures for work carried out under capital works projects;
- Assist with the creation, update and administration of specifications and design guidelines related to traffic signal and street lighting equipment;
- Coordinate and take part in the review of design drawings to provide input and ensure conformance with the Municipality’s requirements and standards related to traffic signal and street lighting systems;
- Provide input, guidance and support to various projects related to electrical system requirements and applicable electrical codes;
- Ensure inventories of on-street traffic signal and street light equipment are appropriate to support operations and are accurately controlled;
- Initiate assessment or data collection activities as required
QUALIFICATIONS:
Education and Experience:
- Degree or Diploma in Engineering or Engineering Technology with specialization in a related field (Electrical, Civil, Mechanical) with a minimum of three (3) years experience related to the construction, operation, maintenance and / or design of traffic signal, street light or similar systems. Professional certification (P.Eng. or CET) would be considered an asset.
- Licensed Journeyman Electrician with current Certificate of Qualifications in the Electrical Construction Trade issued under the Apprenticeship and Trades Qualification Act of Nova Scotia with a minimum of five (5) years experience related to construction, operation, maintenance and / or design of traffic signal, street light or similar systems;
- Minimum of three (3) years experience in a supervisory role is required, preferably in a unionized environment.
- IMSA certification for Traffic Signals (Level II) and Roadway Lighting (Level II), or the ability to obtain;
- Valid Nova Scotia Driver’s License and be prepared to use personal vehicle in accordance with the local travel allowance policy;
- Suitable combination of education and experience in a related field may be considered
Technical / Job Specific Knowledge and Abilities:
- Knowledge of traffic signal and street lighting standards / guidelines;
- Familiar with Windows based computer systems and standard office software platforms (i.e. Microsoft Office 365);
- Knowledge of computerized customer service / work tracking software (e.g. City Works);
- Familiar with various types of traffic signal controller equipment;
- Knowledge of data communication and traffic signal cabinet systems considered an asset;
- Knowledge in the areas of traffic signal maintenance, street light maintenance and electrical systems maintenance;
- Ability to learn and understand new technologies in traffic, electrical, or computer related disciplines as required;
- Demonstrated ability to read and work from engineering drawings or plans, including electrical drawings and schematics;
- Knowledge of applicable codes (electrical and construction) and demonstrated ability to apply the codes;
- Knowledge of different types of street lighting equipment including luminaires (particularly LED street lighting fixtures) and communication equipment associated with smart monitoring systems;
- Knowledge of the Nova Scotia Occupational Health and Safety Act, Nova Scotia Motor Vehicle Act, Nova Scotia Public Highways Act, Temporary Workplace Traffic Control Manual, HRM Municipal Service Systems Specifications, Manual of Uniform Traffic Control Devices for Canada, and applicable By-Laws;
- Good verbal and written communications skills;
- Able to work with initiative and with limited supervision;
- Demonstrated administrative and organizational skills;
- Demonstrated ability to lead and manage teams in a skilled trades environment;
- Ability to work within a team environment.
