We develop and ensure comprehensive standards, policies, procedures, and programs are in place to mitigate injury and collisions on Nova Scotia’s highways.Our team is comprised of professional staff who develop and manage various policies and programs, collect collision and traffic census data, conduct engineering studies and analysis, and impact traffic control devices, legislation, and regulations.About Our OpportunityUnder the direct supervision of the Manager Traffic Engineering and Road Safety, the Senior Traffic Engineer acts as the Departmental specialist in the area of traffic engineering principles and practices. The Senior Traffic Engineer is responsible for the development of legislation, regulations, standards, guidelines, policies, procedures and strategies respecting the management of traffic operations to ensure the uniform and consistent application of traffic control devices on provincial highways.The Senior Traffic Engineer provides leadership in ensuring government’s responsibility for the Motor Vehicle Act Traffic Authority Program is achieved. The Senior Traffic Engineer provides comprehensive technical and professional traffic engineering services to staff in other divisions of the Department, as well as Federal and Municipal Government departments. The position is responsible for representing the Department on committees that set national standards and develop programs which provide strategic direction for the development and implementation of Canada-wide strategies serving traffic operations and maintenance. The position also provides technical support respecting highway/railway grade crossing issues.Primary AccountabilitiesAs the Senior Traffic Engineer, your role is pivotal in managing and improving the safety and efficiency of our province’s roads. Your key responsibilities include:
- Plays a lead role in assisting the Manager in identifying priority current and emerging traffic issues, in reviewing and approving technical studies, reports and drawings completed by the Traffic Studies Engineer(s), technical staff and external consultants, and for providing summaries and briefings to senior executives; attends meetings and gives presentations in the absence of the manager; approves traffic control plans, posted speed limits and temporary reduced speed limits for temporary workplaces.
- Prepares and presents project status reports and recommendations to the Minister; prepares Briefing Notes for the Minister and other executive; prepares Memoranda, and Report and Recommendations, to Cabinet/Executive Council on issues pertaining to duties.
- Conducts complex traffic operational studies involving high speed and high volume roadways or intersections including traffic analysis of system level interchanges, multi-lane highways and intersections; identifies operational deficiencies in elements of the provincial highway system, identifies improvement options; prepares cost estimates; conducts traffic collision analysis; prepares reports and recommendations.
- Performs the duties of the Deputy Provincial Traffic Authority, a Motor Vehicle Act appointment; represents the Department on, and reports on business activities and priorities of, the national Traffic Operations and Management Committee; prepares and issues Technical Bulletins/Primers on relevant traffic engineering topics; responds to Local Traffic Authorities requests for assistance; participates in mentoring of new Local Traffic Authorities.
- Coordinates research and analysis related to transportation and traffic engineering technologies and procedures; develops legislation, regulations, policies and procedures; conducts statistical and trend analysis, feasibility studies; liaises with other government departments, other levels of government; prepares and conducts oral presentations; prepares technical reports.
- Represents the Department on various inter-governmental, intra-governmental and departmental project teams and steering committees.
- Provides technical and graphical information, advice and assistance to departmental staff, other government departments and levels of government and the consulting community; collaborates with the highway planning, access management, traffic, construction and highway safety staff on engineering and policy issues.
Qualifications and ExperienceA Bachelor’s degree in Engineering with significant experience in the field of traffic engineering with a minimum of six (6) years of related experience. You must be (or meet the requirements to be) registered as a Full Member (P.Eng) with Engineers Nova Scotia (ENS).Travel is a component of this position. As such, you must have a valid driver’s license and ability to travel across the province and potentially out of province at times.A working knowledge of the Nova Scotia Motor Vehicle Act , the TAC Manual of Uniform Traffic Control Devices for Canada and the TAC Geometric Design Guide for Canadian Roads, are requirements of this position.It is considered an asset if you have previous experience or expertise with:
- transportation engineering principles, project management, engineering economic and statistics, and construction;
- temporary workplace traffic control;
- road safety management systems, and computer aided design and drafting software; and
- a working knowledge of the AASHTO “Green Book” , TAC Pedestrian Crossing Control Guide, the Nova Scotia Public Highways Act and the Nova Scotia Occupational Health and Safety Act are further assets to be considered.
