If you are an innovative thinker with a positive attitude and a commitment to quality, we want you to help us make St. John’s a city where people want to live and feel they belong.The OpportunityReporting to the Manager, Revenue Accounting, this position is primarily responsible for preparing and maintaining documentation for all adjustments made to accounts and perform the duties of the Tax Certificate SpecialistAccountabilitiesRevenue Billing Functions:

  • Prepares and processes adjustments to tax accounts including approval of work of other staff by researching the inquiry or complaint.
  • Calculates the payment differences, verifies the validity of the differences, using checks and balances.
  • Prepares refund memos, using word processing software, for approval and processing. Tracks all refunds and determines if interest adjustments are warranted.

Cash Reconciliation Functions:

  • Reconciles all daily cash totals with cash edit totals. Ensures that all revenue (cash and cheques) and electronic transfers (credit card and debit card) are properly allocated.
  • Prepares monthly Credit/Debit Card terminal reconciliation and ensures that terminal batch slips agree with cash edit totals. Ensures all transactions for all terminals balance with all cash edits for the period.
  • Provides additional information on variances to the Supervisor, Revenue Accounting and to the Financial Accountant II as required.
  • Prepares monthly Cash Variance Reports for all cash edits for the period.

Electronic Payments:

  • Responsible for filing of all Electronic transfer payments.
  • Reconciles Electronic transfers with the City’s General Bank Account and the daily cash edit. Ensures the accuracy and proper coding of all appropriate entries. Tracks Fax Audit Numbers related to Electronic payments and investigates all discrepancies. Accounts for timing differences between faxes and transfers to the general account. Prepares a monthly report for the Finance Division on Electronic transfers and reports all variances.

Third Party Billing Functions:

  • Provides general information, and responds to requests for specific information on taxpayer accounts from Banks and Mortgage Companies, by phone calls, personal visits and by mail. Refers complex policy issues to the supervisor for handling.
  • Responsible for the interface with all mortgage companies as is required for the specialized Municipal Tax Billing system.
  • Ensures that the coding and decoding of Mortgage companies’ interest in properties and flags associated with the property are correct and current in order that Tax bills are directed to the proper company for the current owner.

New Appraisals and Re-Appraisals

  • Computes New Appraisals and Court of Appeal Forms for increases/decreases to Capital Value for Residential/Commercial Realty, Business Tax, Vacant Land, Business Improvement Area, and Water Taxes.
  • Accurately processes New Appraisals, ranging from phase-in’s to very complex and time-consuming computations of taxes and interest for periods of months, up to several years; using spreadsheet software.
  • Maintains paper & electronic records of all New Appraisals and Court of Appeal Forms received and processed for audit purposes.
  • Reconciles and explains accounts in response to tax payers’ inquiries, both by letter and in person.
  • Interface with staff from Revenue Accounting, Assessment, Legal Department, various banks and financial institutions as well as taxpayers and business operators in responding to inquiries generated by new appraisals.
  • Provide a variety of information by phone or in person to account holders and the general public.

A demonstrated knowledge of word processing, electronic spreadsheet software is required. Must have the ability to handle complex calculations of compound interest on accounts, track the history of transactions through current and suspended tax accounts, maintain good communications with City Departments, and deal with people in a tactful, diplomatic manner.Hours of Work9:00 am – 4:30 pm, Monday to Friday (33.75 hours per week).Applicants must be members of the Canadian Union of Public Employees, Local 1289, or should be prepared to join the Union immediately upon appointment.We wish to express our appreciation to all applicants for their interest and effort in applying for this position.
