The OpportunityThe Registrar, Land Titles, directs the operations of the Yukon Land Titles Office and staff, and ensures the integrity of the Torrens system of land registration in the Yukon. The Registrar administers the Land Titles Act, 2015 and the Condominium Act, 2015, as well as many other federal and territorial statutes dealing with registration of interests in land. The Registrar is responsible for establishing practices and standards respecting surveying and conveying land, to ensure reliability and security of title. The Registrar is appointed by Order in Council and is empowered to make quasi-judicial decisions that may only be overturned by the Supreme Court of Yukon.Essential Qualifications:Please submit your resume clearly demonstrating how you meet each of the following qualifications – specifically, how your work experiences and related duties align with the essential and asset qualifications listed below. - Must be either a member in good standing of the Law Society of Yukon, or currently eligible to for admission to the Law Society of Yukon .
- Considerable experience in the application and examination of complex legislation and regulations, as they apply to real property law and land registration.
- Experience working with electronic registry systems and other computer applications.
Desired Knowledge, Skills and Suitability:In addition to the essential qualifications listed above, candidates should have and may be assessed on the following:
- Ability to communicate clearly, both orally and in writing, with other government offices, as well as stakeholder groups (e.g. lawyers, realtors, appraisers, surveyors, First Nation governments, etc.) and the public (condominium owners, potential condominium purchasers and Condominium Corporations).
- Knowledge of Yukon First Nation Land Claims Agreements and Settlement Land.
- At least two years experience leading and managing a team, preferably in a similar workplace.
- Experience managing program area budgets.
- Ability to engage professionally and diplomatically with others, particularly stakeholders and the public, in a direct and respectful manner.
- Ability to prioritize, delegate, meet conflicting demands and respond well to pressure and difficult timelines.
- Proficiency in MS Word, Excel, PowerPoint and experience in developing forms, templates, fact sheets, etc. for use by the public.
- Ability to work without close supervision, exhibiting a tactful, professional approach to others.
Additional InformationThis is a designated position within the Yukon public service which requires the following condition(s) of employment and job requirements:
- Criminal records check, within three months of hire.
