As the Central Region Residential Licensing Officer, you will monitor and license residential facilities in accordance with the Child, Youth and Family Enhancement Act to ensure quality of care and accountability for children in the custody or guardianship of the Director. In this role you will be responsible to provide information, consultation, orientation, evaluation, and monitoring to potential and existing residential facility placement providers, such as Foster Homes, Group Homes and Residential and Secure Facilities. You will work collaboratively with contracted agency foster homes, residential care facilities and Delegated First Nations Agencies to ensure compliance under the Child, Youth and Family Enhancement Act, Residential Facilities Licensing Regulations and Child, Youth and Family Enhancement Policy.The successful candidate must have strong interpersonal skills, the ability to make sound assessments and good decision-making skills. The successful candidate will possess the following attributes: an interest and ability to work closely with community partners, well-developed organization, and time management skills, as well as excellent written documentation and verbal communication skills. Travel is required throughout the region.In this role you will be responsible to oversee program operations by;

  • Review and process applications for licenses or license renewals.
  • Complete environmental safety assessments.
  • Inspect and monitor compliance for all licensed facilities. Conduct regular inspections and audits of licensed facilities to assess compliance with regulatory standards, including the Alberta Child Youth Family Enhancement Act, Residential Facilities Licensing Regulation, Enhancement Policy, contracts, agreements, and agency policies.
  • Assist in identifying emerging issues in the region, assess potential impacts, develop action plans, and recommend and implement mitigation strategies to address areas of non-compliance.
  • Ensure services are delivered in a strength based, proactive manner and adhere to legislation, regulations, and policy.
  • Collaborate with Child Intervention, Alberta Health Services, municipality services, and agencies related to reported incidents and inspection concerns.
  • Respond to all residential licensing related inquiries made by Albertan’s.
  • Complete all required paperwork, reports, and applications and maintain physical and electronic files.
  • Ensure that all data management systems are kept up to date.
  • General data entry and collection of required documents.
  • Assist in responding to Minister’s Action Requests and Regional requests for information/support.

QualificationsEducation:

  • Related university degree (Bachelor of Social Work, BA Child Studies/Child & Youth Care, BA Education, Bachelor of Health Sciences, Bachelor of Human Services, BA/BSc Psychology, BA Sociology, Bachelor of Community Rehab, BSc. Family Studies/Human Ecology, BA Early Child Development) and 1-year related experience.

Equivalencies:

  • Related diploma (Social Work Diploma, Addictions/Counseling, Child and Youth Care, Human Services, Criminal Justice) and 2 years related experience; or
  • Related certificate and 3 years related experience

Experience:

  • Experience working with foster parents, group care, residential programs and multiple stakeholders is preferred.
  • Understanding and knowledge working with Indigenous peoples and communities is an asset.
  • Experience in working in child and youth care facilities.

The ideal candidates will possess excellent verbal and written communication skills and strong critical thinking skills. Additionally, they will be required to demonstrate the skills, knowledge, abilities and competencies as outlined in the Job Profile.Preference will be given to those who have:
