This position is responsible for overseeing and managing the selection and performance of consultants and contractors conducting environmental site assessments and remediation activities as well as supporting the broader Environmental Services team with priority projects spanning the entire suite of environmental management within the city.Specific Duties/Responsibilities
- Coordinates the assessment and management of contamination on City property, to facilitate property development, Engineering Services operations, and Corporate regulatory compliance.
- Participates in Department/City’s liaison with consultants, clients and City departments in matters pertaining to environmental contamination.
- Prepares environmental work program budgets for approval by senior staff and Council; prepares Council Reports.
- Manages project budgets, schedules, sustainability, quality, and completeness; identifies problems; evaluates and responds; manage environmental consultancy contracts; review legal agreements with consultants, and contractors, and recommend actions as appropriate.
- Provides technical review of and contributes to the development of environmental investigation plans, remediation plans, remediation tender specifications, risk assessment application reviews, and environmental management plans.
- Represents the City’s interests in meetings with internal and external stakeholders as the landowner’s technical expert.
- Manages projects to ensure program requirements including the City’s sustainability policies are incorporated.
- Other duties/responsibilities as assigned.
Minimum Qualification RequirementsEducation and Experience:
- Bachelor’s degree specializing in Environmental Science, Environmental Management, Environmental Engineering, and considerable related experience in a project management capacity in the environmental consulting industry or environmental management within other municipal or other governmental organizations, or an equivalent combination of education, training, and experience.
- Registered or eligible to be registered as a professional in good standing with one or more applicable accreditations, such as Geoscientists of BC, British Columbia Institute of Agrologists (i.e. P.Ag.), College of Applied Biologists (i.e. R. P. Bio.), ECO Canada (i.e. EP) would be an asset.
Knowledge, Skills and Abilities:
- Thorough knowledge in the application of all applicable environmental legislation and laws, particularly the Environmental Management Act, Contaminated Sites Regulation, and Protocols, as well as the Hazardous Waste Regulation.
- Environmental leadership skills, with the ability to foster collaboration and teamwork, navigate complexity and ambiguity, and achieve effective outcomes.
- Considerable knowledge of environmental governance, including knowledge and applied understanding of municipal, provincial, and federal environmental regulations and laws.
- Strategic thinking and creative problem-solving skills, with demonstrated ability to effectively consider interdependencies, develop innovative approaches, evaluate alternative solutions, and implement effective strategies.
- Strong project management skills, including planning, organizing, and budgeting.
- Effective communication skills, both written and verbal, including the ability to communicate complex environmental concepts to diverse audiences.
- Strong networking and relationship-building skills, including the ability to communicate effectively with developers.
- Valid BC driver’s license.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.
