The Program Admin Officer 3 role may focus on managing programs, facilitating learning and innovation, and ensuring policy compliance. Successful candidates will support the continuous improvement of department services and work collaboratively to meet overall department objectives.Primary AccountabilitiesSome positions filled through this hiring pool could include Child Care Subsidy Administration Officer, Quality and Professional Learning Consultant, and Classification Administration Officer. The accountabilities of these vacancies are described below.Child Care Subsidy Administration Officer-Program Development & Policy Implementation: Oversees the administration, data management, and reporting for the Child Care Subsidy Program, contributing to the design, implementation, and evaluation of policies and processes that align with departmental objectives and regulatory standards.
-Data Analysis & Reporting: Responsible for collecting, analyzing, and interpreting program data to ensure accuracy, support timely reporting, and inform decision-making for program improvements.
-Client & Partner Engagement: Acts as a liaison with childcare centers and other stakeholders, facilitating on-boarding and addressing inquiries to optimize service delivery and program integrity.
-Professional Learning & Development: Supports training and guidance for childcare centers on policy updates and best practices, helping maintain program standards and compliance.Quality and Professional Learning Consultant-Program Development & Policy Implementation: Designs, develops, and evaluates professional learning projects and quality standards, ensuring alignment with strategic goals in the early learning and childcare sector.
-Data Analysis & Reporting: Collects, tracks, and analyzes data to assess the impact of training programs and make data-driven recommendations for improvements.
-Client & Partner Engagement: Engages with training partners, service providers, and internal stakeholders to address sector needs and enhance program outcomes through effective partnerships.
-Professional Learning & Development: Leads the development and delivery of training programs, supporting sector innovation and best practices in early learning and childcare.Classification Administration Officer-Program Development & Policy Implementation: Administers the classification program for Early Childhood Educators, developing and refining policies, forms, and processes to ensure consistency with industry standards.
-Data Analysis & Reporting: Collects and evaluates data on classification outcomes, providing insights for reliable reporting and program efficiency.
-Policy Review & Classification: Conducts detailed analysis of job classifications and organizational structures, making recommendations for improvements that support departmental goals.
-Client & Partner Engagement: Collaborates with early childhood centers and stakeholders to address classification inquiries and support program compliance.Qualifications and ExperienceTo be successful in this role, you have a bachelor’s degree in a related field (e.g. Human Resources, Early Childhood Education, Finance, etc.) and a minimum of 5 years relevant experience. An equivalent combination of education and/or experience may be considered. The successful candidate should have proven experience in one or more of the following areas: program management and administration, policy development, financial analysis, grant administration, professional training design, or classification review. Other qualifications include:

  • Strong communication skills (verbal or written), with the ability to effectively engage stakeholders and present complex information clearly.
  • Have proficiency in office software (e.g. Microsoft Office Suite & Excel spreadsheets).
  • Demonstrated organizational skills with the ability to manage competing priorities.

Assets considered for a Program Admin Officer 3 role include:

  • Working knowledge of programs and services offered by various branches within the Department of Education and Early Childhood Development.
  • Prior experience working with current legislation, regulations, and policies with knowledge of government operations, programming, and educational frameworks.
  • Certification in Adult Learning, a CPA designation, or equivalent certifications are considered assets for different Program Admin Officer 3 opportunities.
  • Bilingualism (English and French)
