Job description: Position: Indigenous Community ProgrammerDivision: Community ServicesDepartment: Recreation and Community DevelopmentTerm: 1 Permanent Full Time position available.Closing Date: 02/06/2025Labour Group: CUPE 59Posting: 3954Job SummaryUnder supervision of the Culture and Inclusion Manager, this position assists with the plans, selects, schedules, implements and evaluates leisure activities and programs that focus on Indigenous populations, provides direct assistance to community groups to support their ability to develop and deliver recreation programs at the neighbourhood level.Duties & Responsibilities

  • Prepares program plans for Indigenous populations in the area of sport, culture and recreation provided directly by the Department or in cooperation with external delivery agencies in accordance with the program planning cycle.
  • Assists with preparation of a yearly and seasonal program schedule for Indigenous communities, neighbourhood and district programs delivered by the Department and with community associations and other agencies.
  • Assists with the selection, recruitment, scheduling, performance assessment, development and supervision of program staff.
  • Coordinates and facilitates leadership training programs for instructors, staff and volunteers.
  • Prepares information, for promotional use, about activities delivered by the Department and external agencies.
  • Evaluates the quality of programs delivered in order to maintain customer satisfaction.
  • Assists with the facilitation of public participation processes to document the preferences and priorities for leisure activities and services provided by the Department and external agencies.
  • Facilitates cooperation among community associations by providing programs that meet the neighbourhood and suburban needs of the residents, without duplication and facilitates a link between community association programs and programs delivered by the Department.
  • Assists with the preparation of reports and analyses of activities, usage, customer satisfaction and policies.
  • Assists with preparation and monitoring of the program budget.
  • Provides interpretation of Department policies and procedures, for the public and staff, as they pertain to program and rentals.
  • Performs other related duties as assigned.

QualificationsEducation, Training and Experience Requirements

  • Two years of post secondary education in recreation, culture, leisure or equivalent education in a related field.
  • Four years’ related experience in Indigenous program design and delivery of recreation activities, including one year supervising program staff.

Knowledge, Abilities and Skills

  • Knowledge of the theory, philosophy, standards, trends and practices of recreational and cultural program planning with Indigenous people.
  • Knowledge of the services, resources, organizations and programs offered to Indigenous communities.
  • Demonstrated understanding of Indigenous culture and history.
  • Knowledge of principles, methods and application of evaluation related to program design and delivery, facility operation and customer service.
  • Knowledge of public participation processes, including public meetings, focus groups and surveys.
  • Knowledge of or ability to speak an Indigenous language would an asset.
  • Demonstrated ability to design and deliver programs to target groups and program areas.
  • Ability to express ideas and concepts effectively, orally and in writing, to a variety of audiences, including communicating technical information.
  • Ability to develop and maintain effective working relationships with staff, peers, supervisor, volunteers and the public.
  • Ability to gather and analyse information related to the improvement of program design and delivery.
  • Demonstrated leadership skills in program design, delivery, administration and evaluation.
  • Demonstrated skill in budgeting for programs.
  • Demonstrated skill in supervision.
  • Skill in the operation of a computer with word-processing and spreadsheet software.
