Job description: The City of Winkler’s Engineering Department plays an important role in the construction of buildings
and infrastructure within Winkler. We are looking for a well-organized, detail-minded team player with
excellent communication skills to join us as an Engineering Assistant!
What You’ll Do
Reporting to the Engineering Services Manager, the Engineering Assistant assists the department by
providing design services, conducting surveys and inspections, reviewing permits, and providing
project management support.
Job Duties include:
- Coordinate, manage and/or oversee a diverse range of municipal projects, including minor to
major capital projects.
- Perform field inspections of construction projects, prepare estimates of progress for
contractor payments, perform inspections for construction completion and final acceptance
certificates.
- Perform field surveys, layout inspections, infrastructure investigations, and data collection for
detailed design and budget estimates.
- Assist in the development of conceptual, preliminary, and detailed designs and drawings for
the full range of civil/municipal infrastructure, including water distribution, sanitary sewer
collection, pump stations, stormwater management, roadway systems, water treatment, and
wastewater treatment.
- Produce AutoCAD drawings and records which represent the infrastructure works.
- Produce computer aided design of municipal sewer, water and road projects and/or check
the design of consulting engineers.
- Prepare tenders, budgets and estimates required for planning and construction.
- Assist in municipal administration of civic bylaws, facility, and infrastructure
- Assist with reviewing permit applications by conducting lot grading inspections and staking.
- Assist with updating the Asset Management Plan for critical infrastructure (water, sewer,
roads, drainage, etc.).
- Other duties as assigned.
Qualifications You’ll Need
Minimum Requirements:
- Registered member in good standing with Engineers Geoscientists of Manitoba as a Certified
Engineering Technologist or Engineer in Training.
- Project management experience is beneficial.
- Training in asset management and project management is an asset.
- Class 5 Manitoba driver’s license.
Knowledge, Skills, and Abilities:

- Excellent communication and interpersonal skills to effectively work with teammates and
stakeholders at all levels.
- Geomatic skills using Total Station, GPS, and traditional survey equipment.
- Ability to use AutoCAD, Civil3D, GIS, and related engineering programs.
- Strong knowledge of Microsoft 365 programs, including Outlook, Teams, Word, and Excel.
- Excellent organization and time management skills.
- Ability to work irregular hours when required for completion of project tasks.
- Ability to maintain confidentiality.
- Physically capable of performing the duties required.
Job Details
- Full-time, permanent position with some evenings and weekends required.
- 40 hours per week with occasional overtime.
- Depending on the season, varying amounts of both indoor office work and outdoor work
consisting of inspections, surveying, and stakeout of both construction sites, urban and rural
environment will be required. More outdoor work is required in spring, summer, and fall.
- Regularly visits indoor and outdoor construction sites.
- Hazards associated with sitting and prolonged use of keyboard, mouse, and computer
monitors. Hazards associated with construction sites, such as uneven surfaces, proximity to
mechanical equipment and tools, loud noises, various weather conditions, and heights.
- Wage from $28.76/hr to $34.16/hr depending on qualifications.
