We leverage innovation and technology to continuously improve the programs and services we provide. Over 200 employees work at our eight branch locations throughout the city and our Central Library downtown.PURPOSE:Reporting to the Executive Director, Service Innovation, the Director, People and Culture provides strategic and operational leadership for the planning, development, delivery, assessment, and evaluation of the human resources function and ensures the development of practices, processes, and a workplace culture aligned with RPL’s purpose. Major areas of responsibility include labour relations and contract negotiations, human resource planning, policy development, occupational health and safety, job evaluation, recruiting, staff training, and organizational culture development. The Director oversees three direct reports (Senior Human Resources Consultant, Human Resources Consultant, and Human Resources Administrator).RESPONSIBILITIES:The Director, People and Culture provides vision, leadership, and human resources expertise to Regina Public Library by:

  • Ensuring human resource policies, processes, procedures and guidelines are effective, efficient, legally compliant, and consistently applied.
  • Actively educating staff on policies, processes, procedures, guidelines, and individual rights, responsibilities, accountabilities, and consequences.
  • Coaching and guiding managers in the interpretation and application of RPL’s human resources-related policies, procedures, and guidelines, consistent with established organizational plans and applicable legislation.
  • Managing and educating staff on the interpretation and application of the collective agreement.
  • In consultation with RPL’s Executive Leadership Team, developing bargaining proposals and recommended strategies for approval by the Board for use in collective bargaining.
  • Managing grievance and arbitration processes.
  • Researching, developing, implementing and maintaining effective strategies, processes and tools for recruitment and staff selection, performance management, training and development, and compensation.
  • Participating as a senior member of RPL’s Leadership Team to support the effective development and execution of organizational plans, and supporting the ongoing, day-to-day management of RPL’s operations.

EDUCATION AND EXPERIENCE:The successful candidate will possess:

  • An undergraduate or graduate degree in a human resource related discipline.
  • A minimum of 5 years of progressive, job-related experience in a unionized environment either in a management capacity or directly partnering with senior leaders to ensure effective human resource strategies and practices are in place and being followed.
  • A record of ongoing professional development activities leading to a broad and in-depth knowledge of current human resources and labour legislation, practices, trends, and standards.
  • Experience in a leadership role responsible for building and implementing strategic plans that are responsive to the needs of a rapidly transforming organization and complex customer base.
  • Experience supervising people.
  • Experience preparing and managing budgets.
  • Chartered Professional in Human Resources an asset.
