Job Profile
Under the General Direction of the Services Development Engineer the
Development Engineer, in accordance with Continuous Improvement
initiatives, carries out assignments, completes reports and monitors
Development Agreements related to servicing lands with water, sewer and
land drainage in accordance with local and regional plans, Development
Agreement Parameters, City standards, City by-laws and Council directives.
As the Development Engineer, you will:
1. Evaluate development applications to ensure that appropriate
conditions and requirements are incorporated into Development
Agreements.
2. Respond to public enquiries regarding land development servicing.

3. Liaise with other City departments on issues related to land
development servicing.
4. Represent the Department on interdepartmental land development and
planning committees.
5. Perform financial analyses and calculations in order to establish
servicing charges.
6. Participate in the Department’s construction drawing review process.
7. Prepare reports on issues related to land development servicing,
extension of services, cost recoveries and acceptance of works
constructed under a development agreement.
8. Control and monitor works constructed under the terms of a
development agreement.
9. Perform other related duties consistent with the position as assigned.
Your education and qualifications include:
1. Bachelor of Science Degree in Civil Engineering.
2. Three (3) years’ related experience.
3. Experience as a municipal engineer with thorough knowledge of
subdivision design and contract administration.
4. Experience in the use of a personal computer and the ability to work
with spreadsheets, databases and communications software.
5. Knowledge of the Development Agreement process related to
municipal services.
6. Broad knowledge of water, sewer and land drainage systems within
the City and the principles of design and operation.
7. A thorough knowledge of the occupational hazards and the safety
precautions and regulations that are applicable to the positions’ area of
work.
8. Demonstrated ability to communicate effectively both verbally and in
written format, including preparation of reports.
9. Demonstrated ability to establish and maintain positive working
relationships with employees at all levels of the organization, external
contacts and the public, in accordance with the Respectful Workplace
Standard.
10. Ability to interpret construction costs and to perform cost sharing
calculations in order to administer and manage the trunk service rate
changes.

4. Professional Engineer designation and eligible for registration with
Engineers Geoscientists Manitoba (E.G.M.).
