As such, it operates with autonomy and independence from Cabinet direction and the public service at large. This independence is critical to the mandate of the Legislative Assembly to scrutinize and approve legislation and budgets, monitor and critique the activities and performance of the executive branch, and provide a forum for the exercise of responsible parliamentary democracy.The Yukon Legislative Assembly consists of 19 elected members, each representing one electoral district. The Assembly employs a team of professionals who provide non-partisan services to support the democratic institution and its members through procedural advice and administrative and operational support.The opportunity…The Clerk of Committees is responsible for providing procedural, administrative and functional support services for the Legislative Assembly. The incumbent must be impartial and non-partisan at all times. This position will provide procedural advice, research, administrative, and logistical support for the assigned standing, special and select committees of the Legislative Assembly.The Clerk of Committees prepares the official records of the Legislative Assembly, including the Order Paper and Journals.The Clerk of Committees will also assist the Clerk of the Legislative Assembly and the Deputy Clerk in providing professional and impartial advice on parliamentary procedure, research and administrative support, including serving at the Table in the Legislative Assembly.Important application requirements:Please submit your resume clearly demonstrating how you meet each of the qualifications. - Post-secondary bachelor’s degree in Political Science, History, Law, Social Sciences, or a related discipline.
- Experience working with complex regulations and administrative procedures.
- Experience in reviewing and understanding rules, regulations and procedures; along with research and objective analysis preferably in a Legislative Assembly environment.
- Experience providing senior level advice and support; along with researching and analysing complex issues, producing reports and briefing notes.
- Experience making high level independent and informed decisions.
- Proficient in Microsoft applications.
Desired Knowledge, Skills and SuitabilityTo best support the achievement of key strategic and business objectives, candidates may be assessed on:
- Knowledge of the Westminster system of parliamentary democracy and the respective roles of the Commissioner, the Executive, the Legislative Assembly, independent statutory officers, and the Courts.
- Knowledge of the principles, methods and best practices in parliamentary governance and management accountability frameworks, including ability to acquire knowledge of the role and responsibilities of the committees of the Legislative Assembly.
- Procedural, analytical, communications and strategic planning skills.
- Ability to acquire knowledge of and interpret the Standing Orders of the Yukon Legislative Assembly, legislation, regulations and policies.
- Superior writing and verbal communications skills.
- Ability to develop and maintain professional relationships.
- Ability to use a wide range of computer applications, including word processing and spreadsheet applications.
- Time management and organizational skills.
- Proficiency in French would be an asset.
