Job description: JOB SUMMARYUnder the direction of the Assistant Director of Protective Services, the incumbent is responsible for enforcing compliance with the Town of Hay River Bylaws. The duties for this position include a combination of administrative work and time spent in the field patrolling, enforcing and communicating bylaw requirements to the public.As the Municipal Enforcement Officer, this position plays a vital role in the community with respect to enforcing municipal bylaws and selected Territorial Acts. Responsibilities include responding to public complaints, patrolling, enforcing parking regulations, inspecting properties, controlling animals, enforcing the Motor Vehicles Act, The All-Terrain Vehicles Act, the Dog Act as well as investigating any other bylaw offences.The incumbent will work in cooperation with the Assistant Director of Protective Services in setting goals for the municipal enforcement department, establishing policies and procedures, and reporting on municipal enforcement activities. The job has a defined public presence, which may include speaking at schools, community events, and other meetings.In addition to bylaw enforcement responsibilities, the incumbent will be trained, if required, to respond to both fire and medical emergency incidents as an active member of the Hay River Fire Department.DUTIES & RESPONSIBILITIES:
- Promotes safety and community bylaw awareness through the development and implementation of community safety programs, and public education programs and public outreach programs.
Enforces municipal bylaws through attendance on-site, positively engaging with the public, delivering notices, as well as preparing correspondence, filing of notes, and reports. Activities include, but are not limited to:
- Conducts regular patrols and perform day to day enforcement activities.
- Performs court-related activities.
- Enforces speed limits and other vehicle regulations.
- Enforces Territorial Acts including the Motor Vehicles Act, All-Terrain Vehicles Act, and Dog Act.
- Performs animal control functions.
- Conducts investigations.
- Responds to resident complaints and concerns.
- Maintains public relations concerning bylaw awareness and enforcement.
Provides operational and administrative support Bylaw functions, including but not limited to:
- Ensures evidence is gathered in an appropriate and legal manner.
- Follows search and seizure procedures.
- Stores evidence.
- Maintains detailed records of incidents.
- Prepares reports for presentation to the court.
- Presents evidence and gives testimony in court.
- Follows up on court responsibilities.
- Maintains records of bylaw infractions, permits, etc.
- Prepare reports on all areas of Bylaw Enforcement .
Performs Fire and Ambulance Protective Services duties including, but not limited to:
- Responds to emergency incidents as an active member of the Hay River Fire Department when available.
- Responds to emergency medical calls as a medical attendant when available.
- Community Emergencies.
- May be required to be a part of the response to community emergencies.
- All other duties as assigned.
KNOWLEDGE and SKILLSThe following knowledge and skills are required for an individual to be able to perform the duties of this position:Education and Experience:
- Completion of Grade 12 or equivalent.
- Bylaw Enforcement or equivalent.
- A minimum of one year of bylaw enforcement experience or equivalent is desired.
- Lidar/Radar certification is desire but training will be provided.
- NFPA 1001 Level 1 and 2 or other relevant structural firefighting training is required but can be provided if necessary.
- Emergency Medical Responder (EMR) or other relevant medical certifications is required but can be provided if necessary.
Job Knowledge Requirements:
- Knowledge of public safety theories, programs and methods.
- Knowledge of Bylaw enforcement.
- Knowledge of court procedures.
- Knowledge and experience in animal control methods.
- Knowledge of firefighting techniques, rescue systems, fire suppression and attack methods is preferred but can be provided if necessary.
- Knowledge of firefighting public education and awareness programs is preferred but can be provided if necessary.
- Knowledge and experience in emergency medical responder practices is preferred but can be provided if necessary.

- Working knowledge of the Microsoft Suite of applications including Word, Excel, PowerPoint and Publisher.

- The position does not supervise other positions.
WORKING CONDITIONSPhysical Demands:
- The Municipal Enforcement Officer may be involved in physically draining and exhausting activities during emergency response.
- The Municipal Enforcement Officer may be required to work extended hours due to emergencies or other operational requirements.
Environmental Conditions:
- The Municipal Enforcement Officer will have to manage many public complaints and municipal enforcement files at one time and may be interrupted frequently to meet the needs and requests of residents.
- The Municipal Enforcement Officer may be exposed to emergency environments that are dangerous, busy, and noisy.
- They will need excellent communication, and stress management skills to complete the required tasks.
Sensory Demands:
- The Municipal Enforcement Officer may be exposed to smoke and fire conditions that will adversely affect the sense including smell, touch, taste, hearing and sight.
- The Municipal Enforcement Officer will require excellent teamwork skills during a firefighting operation.
Mental Demands:
- Mental and emotional stress may be caused by the requirement to enforce municipal bylaws.
- Mental and emotional stress may be caused by emergency response to medical and fire calls.
CONDITIONS OF EMPLOYMENT:
- Valid Class 5 driver’s license.
- Must have a clean vulnerable sector criminal record check
- Must have a satisfactory drivers abstract
