The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resources. For more information on the work of our Ministry, please visit:The Branch of Professional & Program Services (PPS) is a team of engineers, geologists, technologists, and specialists, who provide expertise and support on issues related to mineral resources, resource access, and environmental policy to Alberta Energy and Minerals; as well as other departments, governments, and external stakeholders.The Resource Mapping and Analysis (RMA) unit provides critical support to Tenure and Royalty Operations, policy development, and the management and administration of Crown-owned mineral rights.RMA core functions include:

  • Mineral Ownership; capture and compilation of geospatial data and provision of mineral availability and ownership information to ensure the reliability and integrity of mineral ownership decisions.
  • Mineral Restrictions; capture and compilation of geospatial data and provision mineral restriction, geospatial data layer. This data layer is critical to correctly identifying and defining which minerals are available for disposition.
  • Rights Available; resolving complex mineral availability issues on behalf of the department via spatial analysis and database management methodologies.
  • Tenure Operation Support; provides Geographic Information System (GIS) mapping products in support of disposition leasing, renewal and continuation. Research and verification of mineral availability ensuring that all minerals under application are undisposed and available for exploration and development.
  • GIS Integration; responsible for geospatial data acquisition, metadata and open data publication readiness.

This fast-paced team is accountable for rights assurance and produces large volumes of maps for the leasing of mineral resources in Alberta.Working with a multi-skilled, experienced, and fun loving unit, your drive for productivity and excellence will serve you well in this diverse team environment where the sky is the limit on your future progression within the Government.Reporting to the Resource Specialist, you will provide accurate mineral agreement mapping, specialized technical research, and help maintain the Department’s geospatial data layers. In this position, you will be relied upon to ensure your analysis and mapping products appropriately inform and support the delivery of accurate mineral rights availability information. Writing legal land descriptions for Crown lands will be required to ensure our spatial data is up to date and ready for decision makers to use.High quality accurate maps and analysis are a critical success factor to the Department’s tenure processes. Complex problems are solved on behalf of the Department using spatial analysis and competent database management. This position functions within the parameters of applicable Government and Ministry legislation, regulations, policy, directives, and guidelines.In this position, you will support the creation and maintenance of the Department’s spatial data layers and databases in accordance to GoA and Open Government/Data standards via:

Ontario Regional Manager - Operations
  • Investigating discrepancies and proposing corrective options;
  • Creating and maintaining the spatial boundaries and attribute data of the Department’s spatial datasets;
  • Ensuring data integrity by following appropriate technical standards.

This position requires a technologist who is agile and versatile and open to being called upon to support other core business functions within RMA.Regardless of the challenges, you will be expected to work effectively and efficiently while delivering on the Department’s GIS related commitments to clients and industry.QualificationsThe minimum recruitment standard is a two year technical diploma in a GIS mapping/database maintenance related field plus two years related experience or equivalent as described below.Equivalency: Additional related education considered in lieu of experience on a one-for-one basis.The following will be considered assets for this position:

  • In-depth understanding of GIS technology and spatial analysis techniques, as well as the principles of cartographic design and its best practices.
  • Comprehensive knowledge of information systems and software, mainly ESRI GIS products and extensions (e.g., ArcGIS, ArcGIS Onlineand ArcGIS Pro), and Microsoft Office are essential.
  • Good working knowledge of the third system of surveys and mineral ownership is recommended.
  • Able to assess complex problems or issues involving a variety of requirements, implications, and perspectives, then recommend and implement viable solutions.
  • Excellent written and verbal communication and interpersonal skills to discuss and explain complex technical matters with the RMA team.
